ERAC promotes from within, you are ABSOLUTELY RIGHT. But they do not promote based upon who is best for the job. They promote on who kissed the most ass, who has most time in service, who is friends with who. Shit I saw a RRM come in from Boston, no cause he was the best guy (things go worse when he took over), but because he was boys with the RVP. You live the ERAC dream and have been promoted, look who your friends, they are probably the people who promoted you. Have an original thought that contradicts their thinking and you will see yourself hit a ceiling.
