Employees can change rates as they please, however, if no monthly rate was given at any point they dont need to give you one (this would go with any other rental company). It would have been purely a customer service courtesy on their part to given you the monthly rate. I'm sorry, but customers DO have to be responsible for asking for the discount.

If you check over a period of a week, you will see that rates change constantly. The fact that you looked at the rental price at the end of the rental period makes a world of difference.

You picked up the car when rates were high (holiday season coming to an end), and returned at a time where rates would have been dead low. Seems more like lack of communication on the part of the branch rather than ripping you off.
