An undocumented worker is an employee who is not eligible to work in the US because they don't meet one of the following criteria:

1) They aren't a US citizen
2) They aren't a permanent resident (green card)
3) An alien authorized to work (work visa, etc)

Most of the time they have a forged social security card that they use for their I-9. This can really mess up someone's life if the employee claims "exempt" status on their w-4 and the're using the social security number of someone else. That poor bastard gets contacted by the IRS about owed taxes from the identity theft. What happens is the department of labor sends a "no match" letter to a company with names that don't match the social security numbers on file. The company then has to correct it if its a clerical error, or fire the undocumented worker.
