He did have youth and a fresh perspective on his side, no doubt. I am guessing a city like Detroit might have needed that. But it is clear this guy feels he is entitled and is making a grab for city funds and has fucked up a few times already costing the city millions. Fucking his assistant is low on the list of his inadequacies, his stupidity of getting caught and lying is much worse.
