Actually, there are two independent scales, not one. The first is how big and intrusive you want goverment to be, and the other is how socially conservative you are. Conservatives are low on the first, high on the second, liberals are the opposite. Libertarians are low on both. An example of being high on both might be a repressive dictatorship.
There are other ways to model the spectrums of political beliefs, of course, but I think the single Liberal <==> Conservative scale is particularly lacking.
