Yes that is true and so does every other insurance company. It's called Soft Cost Recovery. Paper, man hours, network costs and anything related to the accident are recovered when one insurance company subrogates another one and gets paid. There is more to an accident than the damage to the vehicle. What about impound fees and towing. That is collected as well and yes the Loss Control employees are in charge of collecting on that too. Customers are also responsible for downtime in most situations because their insurance company will not pay for it. Should that be paid by ERAC? No way unless cusomers want to see prices go up.
