Intentionally offering reservations that you have no ability nor intention to meet is scamming. If I were to buy into the "don't blame the employees, blame the company" argument, then who, exactly, is responsible? The employees blame the company, and the company blames the employees, and it's nobody's fault.
If someone lies to me, they're responsible. If their boss ordered them to, then they've got a problem with their boss.
Who, exactly, do you think I should hold responsible?
