Maybe they don't want Hispanic recruiters because they don't want Hispanic employees? Recruiters are typically representative of the population they wish to, literally, recruit. There aren't any Hispanics in Halifax, so I don't know any, but that's how it works here with the Asian community, African-Canadians, etc...they hire recruiters specifically to go after this demographic.
