See no one is getting promoted out of KC because KC is sucking major ass! So you fire people from departments that are successful to move Area Managers into the newly vacant job and proclaim it a promotion and get all the rental Kool-Aid drinkers salivating at the chance of a promotion. Then you make 20 moves to fill one position so it appears like it was a big deal. And all you dumb fucks keep working there hoping to be the next one promoted. Well one you make it to level 3 there is only 2 ways to go. Promotion to level 4 (Tony and Chris) or get fired. So if your lucky you will get fired now and not was any more time.
