I think ERAC is typical of all US companies that I have had any dealings with.
People in charge are too busy screwing each other over and promoting those who kiss arse to genuinely promote behaviours which would further the company by encouraging individual thinking and rewarding it.
Everything is image with these companies - eg: a company I worked on behalf of has managers who drives Porsches but cannot afford to pay for them comfortably. It is all smoke and mirrors.
