You made sense right up to your last sentence. Here's a novel concept. How about have the size vehicle the customer reserved instead of "praying to the rental gods" that one comes in while the customer waits just a few minutes. Don't look book was Dick Baum's motto. The problem with the blind sellup is that people catch on. You had every degenerate in buffalo saying "I gotts to get me one of them 9.99's" knowing they'd get a free upgrade if they waited out the rep saying that the Geo Metro they ordered was getting an oil change.
