Because as long as there is a glut of college educated kids with liberal arts degrees or low GPA's that can't find work anywhere else they don't need to pay them much. Part of their business model is to have high employee turnover and be run by younger and motivated people so they don't become top heavy with a lot of old guys in upper management making a lot of money just because they've been there awhile.
