An "Upper Decker" is when you use a toilet for its intended purpose, but you do not place your waste in the correct part of the toilet. In layman's terms, it's when you take a dump in the upper tank of the toilet, rather than the bowl. This typically would not be discovered for some time, which usually allows the culprit to be far far away.
