When i worked at ERAC most of the cars never really were rented "clean" on the outside and I could never find any minor scratches etc. Anytime someone returned a car and stated "this car was dirty when rented to me, I have since cleaned it" we always just took it back and would try to report the damage when someone bought waiver so they wouldn't have to pay for the damages.
