without question it is the group to which the employee is transferring's call. i speak from experience. i transferred to group with years experience as an Assistant manager, and got demoted to a M.A. in a office with no manager or assitant manager, and then didnt get promoted as promised. thanks pat and chip for showing me how poorly group 43 is run early. i was able to tell early that i needed to get out.
