Quang is an idiot, he is a loser. Car sales - who is his mind want to buy a car from that cat. Screw him. And he is not the only loser in Enterprise. But the list would go too far for this site.

i think the above statement was a mockery of the statement above that one. So, by you saying "to bash on someone for using poor grammar, don't use poor grammar yourself," I think that you are missing the point of what the above post was trying to say. Actually, now that I think about it, I'm pretty sure he/she was trying to say what you just actually said; however, you mistook the above statement as someone who has bad grammar who in actuality was making a mockery of the statement above his/hers. Never mind. I need to wash my face with fecal matter.

I think the complete sentence would be "That was very well said" and the "that was" part was dropped but implied. Sometimes I use the phrase "Nicely done" and consider it to be a full sentence, with the subject and verb implied. These constructions may be somewhat rare and somewhat informal, but aren't they legitimate? I'm no expert, but they feel OK to me.
