Probably down to service issues.
The police only allow certain levels of Officers to drive certain cars. When they say they want a midsize car it is because the officer will only be insured for say a 1.6l. ERAC being a company that in the UK only makes money on selling cars, buys the spec level that will be easiest to sell and will give the greatest return. That means that although there are loads of Astras on fleet, the engine ranges between 1.4 and 2.2l. The likelihood of any branch having a physically midsized car with a midsized engine is low. The branches are restricted from renting 2.2 Astras to the general public by loss control. So these small cars with big engines are generally sent out continuay on corporate deals.
Add to that the Police are generally concerned in alerting suspects under observation so, the branch is restricted from renting the same car to the same driver twice in case the suspect realises they are being followed.
This means that ERAC having guaranteed availability of cars with appropriate engines (a lie) with a two hour turn around for some sites that are over an hour away (a logistical impossibility) without cars due to an occupancy goal of 91% means that service levels are impossible to adhere to. Of course they don't tell tis to the cozzers.
Nor do they let them know that the minibus they ordered for the Queen's jubilee from the Canterbury branch is over 30,000 miles past it's LOFR/service.
This means that when it breaks down 2 cars in front of Liz, holding up the royal procession, and that the officers inside have to get out and push, it comes as a great suprise to their Chief Constable.
