don't forget your boss' opinion counts. It's been one long interview for the next promotion from your first day. The posts above are correct, many listings have someone earmarked for the job already. But it's not set in stone that person can sink themselves in an interview and someone else can shine.
The official interview for a spot has little to do with your qualifications (your manager has already forwarded your last 2 reviews and a letter of rec if you're any good,) it's more about whether you will be a good fit in the new spot with the new set of people you could possibly be working with...especially if the hiring manager sees you as a good fit.
That makes people angry, but that is corporate America.
